In principle, it doesn't matter whether you are an English person living in Germany, a German in France or an Italian in Portugal, you will always encounter people who try to cheat or bully you because of your lack of knowledge of the local language.
Disputes with neighbours are particularly problematic. Neighbours find out very quickly if you have problems with the local language. They also find out how they can use this to their own advantage with the authorities. Then suddenly an official appears at the door and announces an investigation into an alleged problem:
what you are doing here is all illegal!
You don't understand what it's all about, if only because of the language problems. You quickly have a case against you because you can't say anything back to the officer.
Then you look for a lawyer. But how do you find a lawyer who speaks your language?
Ultimately, you need a translator for the letters or complaints you receive.
What a local who speaks the language can do with a short answer, means an enormous effort for the foreigner.
Depending on the accusation, this means at least 10 times as much time and costs for lawyers and translators. Consequently, the linguistically disadvantaged often give up, even though they are in the right.
The problem is used by a certain group of people to gain financial advantages. They buy a house next to someone who doesn't speak the language and put them under pressure. In this way, properties or rights of way can be blackmailed because the advantage of language skills, national laws and local conditions can be mercilessly exploited.
If the same lousy behaviour were used against a deaf, mute or disabled person, there would be widespread outrage. But if someone can't speak the local language, then they should go back to where they came from.
Now the tide has partly turned. There are translation programmes available on the Internet that can be used to write appropriate responses. Police hearings can also be translated by telephone or video conference. This makes investigations much quicker and fairer.
Even if you don't speak the local language, you have the chance to defend yourself against false accusations. You can also take on longer trials, because ultimately the translation programmes help you to understand what is at stake. And, you can write sophisticated pleadings and put them into a form that will stand up in court.
I hope my neighbour reads these texts and understands that I'm no longer afraid of his accusations and lies.
