Bullying blocking the job search

I work in the IT industry in change management. In this I have to show what positive changes are needed to achieve the impact on the business. I have the impression that foreigners who are too critical in this regard have a "bad reputation" with IT companies and end up not being hired. It seems that the only option is to leave Germany and look for a job abroad.

Some countries train their computer specialists well. The people who come from these countries have a good reputation, e.g. India.
Others have to work for their good reputation. This is undoubtedly annoying and unfair. But it's no better abroad.
