• when the neighbour believes in ghosts and feels haunted by phantoms

I'm having doubts about writing this article because I'm afraid that nobody will believe me. My new neighbour seemed quite reasonable at first. Only the look in his eyes was a bit strange.
Then he started looking for graves on his property with a divining rod. He suddenly saw stone formations that he recognised as graves. Everyone else just saw normal lumps of stone.
To each his own, I thought to myself. But then he piled up half a tonne of garden waste in front of a window. Not on his land though, but on mine! I pointed this out to him, but he refused to remove the rubbish. His reason was that he wanted to protect his workshop, a rather run-down building, from burglars.
I used a mini digger to move the rubbish to another part of my garden where it was less of a nuisance,
and my neighbour got really angry. He called me names and threatened to press charges. Then he said he had the right to protect himself against burglars.
I couldn't understand why a burglar would walk half a kilometre through swampy terrain when there was an easy path right outside the neighbour's house. I said the same thing to the neighbour. He replied that phantoms would also take this route to sneak into his house.
I was really perplexed! Phantoms? I thought he was pulling my leg. But, he was very serious. Over the next few weeks, he put up signs, attached coloured plastic ribbons to small ....s and erected a wooden privacy screen. It was all completely pointless, because the direct access to the house was completely open. Two steps and a burglar is at the kitchen door from the local path.
I don't know whether ghosts behave in the same way. But when they see all the prohibition signs and plastic tape, they laugh their heads off. If they're not dead yet.

What should I do?

"I have doubts about writing this article because I'm afraid that no one will believe me." I felt the same way at the beginning. I wrote something critical about nursing staff and wasn't sure how it would be received. But the response was surprisingly extensive and confirmed my opinion.
As for your neighbour - that's a difficult situation. The authorities are only interested when something really serious has happened. Until then, you're on your own. You will also find that the people in the neighbourhood are rather hostile. Nobody wants to get involved.
It's best to remain objective and distant. People like this usually behave strangely towards others and ultimately they also tend to lose out financially.
He also suddenly saw stone formations that he identified as graves. Everyone else just saw normal lumps of stone.

This statement alone makes it clear that your neighbour has severe mental disorders. Unfortunately, this also goes in a negative direction or sees everything negatively - the problem now is that you are not allowed to say anything publicly that your neighbour is mentally disturbed. This finding can also cause problems with the authorities. You have to wait until he does something publicly that is clearly ill.
A neighbour of mine threw shit at the police. That made it clear that he had a problem. He was admitted to a clinic. He's currently taking his medication well and we're all living more peacefully.

I would say that the neighbor is delusional and does strange things. And to describe these strange things to someone fails and you have to realize that you shouldn't do it either, because you get problems because others think you are crazy or just want to get rid of your neighbor.
Now there are people with delusions who also have a personality disorder and that's when it gets intense. And if that person is a woman, that's the worst thing that can happen to you.
