    It actually serves my neighbour right that he's being made fun of like this. We had a good relationship for years. Then my neighbour listened to the voices in the neighbourhood. He was incited and eventually there were a series of problems.
    The tragic thing is that he didn't realise that he was being tricked.
    The "voices" are concerned with the expansion of a small road. The road leads over the dam of a pond. The dam is relatively long and unstable. If the pond is lowered by 1 m, it is easier to stabilise the embankment. The road becomes 30% cheaper. If you drain the pond, it is even 50 %.

    My neighbour has not understood that his "friends" act according to the motto: when two people quarrel, the third is happy.
    He probably only realises what has happened when he stands in front of the puddle that used to be his pond.

    Building a road in swampy or wet terrain can cause considerable surprises. A road was being repaired near us. The construction workers discovered a "damp spot". Nothing major, they said. Then they repaired it. For 200,000 euros. The mayor of our municipality had to resign because of the catastrophic situation of the municipal treasury. It doesn't have anything directly to do with a neighborhood dispute, but the "situation" described above also smells of "problems".
    Let's not forget the water protection and nature conservation requirements.
    What happens to the frogs in the pond?

      These are the kinds of games played in the municipalities, but ultimately they are the worst kind of bullying Municipal employees and local entrepreneurs are usually very good at the game. Mayors have to master it, otherwise they have little chance of being elected.
      It is interesting that the neighbor does not understand the background and is ultimately the loser. That's what I call even-handed justice!

        It is actually obvious even to a layman that dykes tend to slide in wet terrain and therefore need to be specially secured. This favors “ground movements”. Only specialized companies know how to build on and in water. And it is also very expensive! If your neighbor doesn't understand this, he has a problem. Does he do other things that make you question his intelligence? But you don't really care if your neighbor is laughed at by other neighbors.

          It is not a dyke but a dam. But securing the embankment is a major engineering problem. On one side the water is 2 meters deep, on the other side the slope is 5 meters deep. The soaked soil tends to slip, especially when a car drives over it. The edges are not paved, so the road is not safe for traffic and is not being used at the moment. An extension is really expensive.
          As to the question of whether the neighbor is doing other things that make me doubt his sanity - yes, but I don't want to go into further details.

            Building a road over a stream can be a lucrative business. As already mentioned, you can drain a pond, then the existing dam is usually sufficient to build a small road over it. With a pond, the edges slip. Stabilizing this is expensive.
            For a road with a permissible weight of around 3 tons, even a small company can manage the task. It gets complicated above that.
            I think it also plays a role how many vehicles drive over it.
            Maybe the neighbor will think about the big picture, then he'll realize what you're doing to him. Namely brutally fooling him!
